I was able to resolve the exceptions I previously mentioned, so I have
committed this patch. I think/suspect there will still be other bugs and
issues when using this feature, but it is now better.

As an example, you cannot do a commit from the project root of a change
that contains externals. However, you can take the commit action from
within the externals structure and it works OK.

Likewise, Compare with Base Revision of the project does not descend into
the externals. But you can select one of the externals folders and do it
OK.
