The dev list is moderated by default. Subscription is separate from site
membership, and currently managed via ezmlm, or the web interface to ezmlm
provided on the site (Anzu).

The default for dev lists is that email addresses which attempt to post to
the list which are not either in the subscribers list or the allowed
posters list go into the moderator queue. A moderator can allow a single
post to go through to the list, or allow the email address to post freely
in the future (without a full list subscription). Messages not handled
by a moderator expire from the queue after a certain amount of time.
