New committer - Daniel Rall

I should have asked for a vote first, sorry, but this one is an easy
decision.

Daniel is a long time Subversion committer. He is going to contribute a
bit to our project, mostly in svnAnt and svnClientAdapter initially. I
granted him the Developer role so that he could commit directly.

He is going to handle the server-side setup needed since he has direct
access to the repository.
