this should be marked a bug imho.

While I agree that the add resources workflow is a bit clunky, and that your
suggestion would smooth it, the current flow mirrors the way the cvs plugin
behaves, which I believe is desirable.

as for the commit with no changes issue, i'd log that as a defect.
