* bylaws.html: Revert r31.

Fun idea, but please let's not put the Annual Meeting date on a day
that's the birthday of at least two full committers :-). Also, by
specifying the exact day of the month, instead of "third Saturday", we
lost the feature of avoiding a business day in most time zones.

(I would have said this in response to the original email if I'd
realized it was a serious proposal that was going to be committed.)
