Tweaks to the bylaws based on review from Karen Sandler at SFLC.
This is only the changes I felt were uncontroversial, more substantial
stuff will follow via changes sent to the organization mailing list.
* bylaws.html
(III-2-a): Refer to IV-3, not IV-5.
(III-7): Refer to III-10, not III-11.
(III-10-D): Don't refer to an assistant secretary, we don't actually
have one.
(III-14-C): Remove the word "otherwise", it was unnecessary.
(III-15): Refer to III-14-B, not III-14-C.
(III-16-B-2): Don't capitalize "means".
(IV-3): Remove useless wording.
(IV-5): Refer to section 4.
(VI-1): Capitalize "director".
(VI-1-B-1): Simplify.
