These .swig_*_checked files are created by 'sh autogen.sh --release',
when it runs 'make -f autogen-standalone.mk autogen-swig, and
should be removed with ".swig_checked' file.

The .swig_*_checked files and make targets are introduced on r1850519
in swig-py3 branch [1], and this feature is merged into trunk
after 1.13.0 release is out. Thus this affects only 1.14.0 release.
