Tested on Ubuntu 18.04:
   (serf, ra-svn, ra-local) x (fsfs, bdb)
   javahl
   swig-py, swig-pl, swig-rb

Note: could not get ctypes-python bindings tests to work. Signing
despite this, on the understanding that these are already known to be
deficient.
