Any reason not to run the tests for both v2 and v3 by default? If the
v2 tests will only be run when an envvar is set, they will be rarely
run if ever. (There is precedent for this in the form of FSFS packing,
mod_dav short-circuit, etc options; few people ever run tests with those
non-default knobs set.)
