Issue tracker cleanup: SVN-1254

For our weekly episode of Bug Tracker Cleanup, I offer SVN-1254,
"Poor error messages":

The problem with this issue is that it isn't very specific. Indeed,
the very last activity on it was this note from Karl Fogel in 2004:

In IRC, Ben Reser and I both agreed that this issue was a poor idea.
A grab bag issue for related bugs means we can never tell what's done
and what's not, and the issue can never be closed. We think separate
issues for new problematic error messages is better, even though it's
slightly more hassle at filing time.

That pretty much sums it up.

Since this is an un-measurable "grab bag" issue and there hasn't been
activity on it in 15 years, would it be acceptable to close this issue
and, if there are still poor error messages, create a specific issue
to deal with each one individually?
