The post-commit hook or the mail server, probably. Either way, ask
Infra to look into it:

https://www.apache.org/dev/infra-contact

They should regenerate the missing commit emails retroactively, too, or
at least email a heads-up to affected PMCs.

Infra doesn't use mailer.py.
