SVN-4781 - expose svn_fs_change_rev_prop2() to swig.

SVN-4568 - expose svn_fs_set_warning_func() to swig.

SVN-4343 - "svnadmin verify" should verify changed-paths list. (FSFS
backend work; not hard, but need to make sure the solution scales)

SVN-4605 - "svnadmin verify" doesn't verify locks.

SVN-3914 - INSTALL: document how to compile with libmagic on Windows.
(Is this also a Python task, to _implement_ linking with libmagic on
windows in the build scripts?)

SVN-4065 - server should enforce LF normalization for svn:eol-
style=native files. (Not just a patch is needed, but also a FAQ entry
that explains how to handle existing repositories that have this
problem, once the patch is released. If it'll be like when
svn_repos__validate_prop() was added, then dump/load will still work,
but svnsync not.)
