I'm not concerned about the fact that 1.11.0's changes are included in the 1.10.1
tarball in some form. That's just a documentation bug which we can fix for 1.10.2.

I am, however, concerned about downstreams obtaining the version number by parsing
the first line of CHANGES and getting 1.11.0.

That is: the form in which 1.11.0's changes are serialized into the
1.10.1 tarball is what concerns me.

Makes sense?
