If we had said "for four years, or shorter if we feel like it", *that*
would have been a non-guarantee...

... but it's not what's being proposed. What's being proposed is to
promise support for the *longer* of (four years) and (until the after-
next LTS release), so in particular, it means that a 1.x LTS release
will be supported for four years from the moment it's GA'd, period.
It might be supported for more than four years, but not for less.

Seems like a guarantee to me.
