Hm, yes, I guess you're right. I suppose a dummy account should work.
However, the author of a change has to explicitly check "Notify
watchers", otherwise no notification is sent at all. So we need to
figure out what to do with that. I'll take a look at possible
configuration options (perhaps the logic can be reversed, so
notifications are the default).
Do we want to force notifications for ${list}@s.a.o?
The MoinMoin wiki also had a checkbox "Trivial Change", but this would
still send a notification, though with "Trivial Update" in the
subject.
I'm sure we don't need an exact simulation of what we had with
MoinMoin, but we need to decide what we do want.
