This seems to work for me, based on your advice:

./configure --with-apr=/usr/local/opt/apr
--with-apr-util=/usr/local/opt/apr-util
--with-apxs=/usr/local/opt/apache2/bin/apxs

I'm thinking those are solid Homebrew paths for most people.
