Just as a an fyi ..

The way tigris.org is configured as a community site there are global roles
that give people read/write access to the issue tracker for all public
projects. C-Mike and I tried, but we cannot revoke this for just the
Subversion project. So what I did was lock the project. That makes the
whole project read-only for all users. I cannot think of any reason not to
do this anyway.

Other things we could do would be to remove all users, except us, from the
project membership. I think people can add themselves back, though that
might be configurable to the point that we would have to approve it.

For now, I have just left the project locked.
