Migration to ASF Jira instalation seems to be best option for me: JIRA
is very flexible and have nicer interface.

I've performed test migrations of Subversion issues to JIRA in the
past and the only problem is that currently issues on tigris.org uses
monospaced formatting for description and comments. JIRA by default
uses proportional fonts and ascii graphics looks bad with such fonts.

One option to resolve this would be create JIRA plugin with very
simple "field renderer" that uses monospaced font. Field renderer is
configured per project, so it's technically possible to use it on
shared ASF JIRA installation. The only question is whether ASF infra
allow us to install such simple plugin (or develop it for us?).
