If HEAD is r5678 when it updates the main WC and r5680 when it gets to the
external ... to me that is the same problem.

As I said, I think if someone really thought the current behavior was what
they wanted then couldn't they add an explicit -r HEAD to the external
definition?

This still seems like something we could treat as a bug.
