That's what the code is doing and I have no plans to change it.

The 'apply mode changes' part is done. If anyone wants to review now is
a good time — I guess I'll merge to trunk and then see about the 'emit
mode changes in diff' and 'symlink support' parts separately. (The
symlinks might get another short-lived branch.)
