There is a problem with the test suite in 1.7.21.
Most tests failed with an argument error because the --http-version
option was not properly integrated.

I've fixed the 1.7.x test suite in http://svn.apache.org/r1694012

How do we proceed from here?

 1) Toss 1.7.21 and re-roll 1.7.22

 2) Declare this as a known problem in 1.7.21 and provide the small
    patch to fix in the release announcement.

Given the status of the 1.7.x branch, I'm inclined to go for option 2).
This problem only affects the test suite and the patches that went into 1.7.x
are also part of all other planned releases, so I see very little risk.

I'm currently re-running tests with the above patch to validate my existing
signature.
