I reverted the remaining part of r1589284 and committed what I think is a
proper replacement for hotcopy_setup_shared_fs_data() in r1687070, r1687071,
r1687074 and r1687078 [1,2,3,4]. These changes do not solve any immediately
visible problems, but I think that that's a better way of bootstrapping the
hotcopy process.

As I see, this nomination is already approved for 1.9.x. I can confirm that
it solves the discussed problem — at least, in a couple of quick tests. I'll
try to put a proper vote in /STATUS in the next hour.
