No, in that thread Bert was just describing the current technical
situation behind the current behaviour. It is a bug and I would like
it to be fixed.

I filed issue #4567, "svn diff --summarize with --ignore-properties or
--properties-only":

It merely requires somebody to invest the necessary time and effort to
design and implement it.
