Re: 1.9.0-beta1 up for testing/signing

Summary:

   +1 to release

   Despite the heisenbug (see below), I think we can release
   this as a beta. The bug itself is a 1.9.0 release blocker.

New issues:

  - iprop_tests.py #3 failed during an update with a SIGBUS on
    ra_svn+fsfs during the first test iteration. It succeeded during
    subsequent re-tests. I also got random failures during a commit
    in the same configuration in merge_authz_tests.py #3.
    This implies the existence of a heisenbug.
