Time to branch 1.9

I've been looking at current activity on trunk, and reviewing the latest
changes in FSFS.

I think it's finally time to bite the bullet and create the 1.9 release
branch. AFAIR, there are two outstanding issues:

  * Review and merge of the X509 branch.
  * A resolution of the FSFSv7 conundrum.

Unless I'm mistaken, the X509 branch needs perhaps one or two minor
tweaks, a final review and merge to trunk.

After reviewing FSFSv7 again, I still can't see a good reason to not
release it as-is. Changes in the last month have made it more robust,
which is always a good thing.

There was some talk in the past about "voting" to keep log-addressing on
trunk. To put it bluntly: we don't do that, we've never done that, and I
don't want to create a precedent that turns our consensus-based process
into a sham.

I've still not seen any solid arguments for a veto on log-addressing; my
own reviews did not unearth any such reason (though of course, that
doesn't mean there isn't one). I would really like to make an end to the
unproductive back-and-forth we had on this topic. So ... "speak now, or
forever hold your piece!" :)
