Back when I had that experience, I followed this set of instructions:

There are several typos and omissions in those instructions. If you have
better instructions by all means please share them.

That was before I wrote the scripts. The scripts as far as I know still work
just fine for me. Though I haven't done a build in a while so I suppose
something may be busted.

I'd like to get back to them and update them to use the CMake builds for
APR/httpd since that should eliminate a lot of the crap I had to do in the
first place.
