That would fix the segfault, but I think not the root cause of the problem.
(Personally I would check root_path[0] against '/'.)

The real problem is that we then continue building a special url (E.g
../!svn/rvr..) for something that is not really a repository.

Your segfault should be properly fixed with r1557094, but we should probably
also run some tests on a repository that is at the server root (instead of
only a parent path).
