Good question ... and I have no idea. I suppose the first step could be
the same as this: check for UCS normalization in mergeinfo during
'svnadmin verify'. It shouldn't be too hard to add that check.

Sometime in the future, we can do the same with mergeinfo as with file
names: for example, we could tell 'svnadmin load' to UCS-normalize all
paths.
