Oh, I believe this is simply because nobody has ever bothered trying.

I see the problem that a lot of application/* mime-types actually
describe text files. Sigh... I wish the world had stuck with text/*
names for such files. This is causing needless complexity.
I ackknowledge that it would be nice to have a solution, but I'm not
going to argue for one solution or another. As long as we don't end
up having to maintain a list of mime-types in Subversion, I'm happy.
