Noted, but regressions scripts that someone uses to build Subversion,
that are not in our repository, are not part of the release criteria.

It's unfortunate that we don't have a reliable way to build Subversion
on Windows; but two others have already committed Windows signatures, so
clearly they /could/ build the binaries.
