You don't get the compile-time version of APR, either:
svn-qavm,1:~% svn --version --verbose | grep -i apr
That said, even on unix I don't get the serf compile-time/run-time
svn-qavm,1:~% svn --version --verbose | grep -i serf
So these would appear to be two separate problems.
