Contents of subversion-1.6.23.zip are identical to tags/1.6.23, and to
branches/1.6.x_at_1485506 (except for expected differences in svn_version.h).

(Though it's a bit confusing that svn_version.h in branches/1.6.x_at_1485506
 SVN_VER_PATCH is equal to 22 (which was never released) instead of 23,
 as it would be with normal releases. In the tag and the tarball the
 SVN_VER_PATCH is correctly set to 23.)

Results

All tests pass (which is expected because I'm still using APR 1.4.5)

For serf I disabled my local AVG Surf-Shield to make it work
(issue #4175 - ra_serf crashes on Windows with AVG 2012 Surf-Shield
