svnwcsub would need to know what externals a given wc contains so that
it knows not to discard svnpubsub announcements about them.

As a concrete example, suppose we add an external to fetch
notes/commit-access-templates/ under site/publish/. How would svnwcsub
know that a {'commit': {'paths': ['partial-committer.tmpl']}} should be
acted upon, rather than dropped on the floor?
