All I can suggest (assuming you're on Linux) is to check the RPATH
encoded in the binary modules created by the ctypes bindings (readelf -d
will help); could be they're somehow overriding whatever libsvn_subr's
ELF header contains, although AFAIK you have to explicitly turn RPATH
lookup off for that to happen.
