Issue #2485 - Authz repository matching is both case sensitive and case insensitive

Issue #2485 "Authz repository matching is both case sensitive and case insensitive" is still open. It is about case sensitivity in the paths in authz files. (I'm looking at it only because I found it while searching for issues about authz user names; this issue contains a comment about there being a similar problem with the user names, that's all.)
Anyway, it looks to me like issue #3781 "Match paths against authz rules in case sensitive way" is a duplicate of this one. #3781 was fixed in Subversion 1.7.0.
Can somebody confirm my reading of #2485, and then can we close it? Perhaps close it as 'fixed' rather than 'duplicate', and add a comment that they are basically duplicates.
