I'm already working on the svn_config APIs to support case-sensitive
option names as well as section names. Should be easy, expect a commit
no later than tomorrow; and I'll update the authz parser to use the
complete case-sensitive approach.

I also propose, in advance, that we include this change in 1.8. It
should be relatively non-invasive as far as code is concerned, but of
course we'll have to yell loudly in the release notes about the changed
behaviour.

Let me also pre-emptively -1 any idea of making the case-sensitiveness
optional; the technical reason being that this is a software project,
not a looney bin. :)
