It doesn't require the APR flags to enable serf here. I'm using:
'--with-serf=/Users/breser' '--with-swig=/Users/breser'
'--enable-maintainer-mode' '--prefix=/Users/breser/root-svn-trunk'
'--enable-shared' '--with-apxs=/usr/sbin/apxs'
