Nowadays, we have buildbot notifications in IRC, and there's a
notifications@ mailing list where notifications are sent.

So I suppose this sentence can be replaced with something like:

  If you'd like to receive notifications about
  <a href="http://subversion.apache.org/buildbot">buildbot</a>
  build and test failures, please subscribe to the <a
  href="http://subversion.apache.org/mailing-lists.html">notifications@
  mailing list</a>.
