There's no real blocker with 4284. The only issue is dealing with the
Windows build to make it expose the compatibility mode for svnauthz,
which can be as simple as making it copy the svnauthz command to
svnauthz-validate.

I think most of the changes are done here. Daniel, Greg and I were
having some discussion about this stuff today. There might be some
changes between now and 1.8 branching, but I doubt this will hold us
up.
