Just in case you haven't heard of it yet, there is a nice project named
CoApp [1] trying to solve exactly this problem. Building (mainly open
source) software under Windows with different compiler, platform and
debug configurations, while handling library dependencies automatically
in a version-independent manner.

Maybe some day Subversion could include scripts to generate such CoApp
packages for different configurations. Unfortunately I have never had
the time to really get started with the system, but it seems to be
gaining momentum recently and may be a clever way to support Windows in
the future.
