Since my name has been dropped, I'm picking it up and dusting it off.

I fully agree with Ben on the point of Windows being an almost "exotic"
platform and a very developer-unfriendly one at that. The problem is
that most SVN devs are oblivious to Windows-specific problems because
they don't use it during normal development.

Explicit tests on that platform are, therefore, indispensable. And it should
be two independent votes rather than one to make unclean / incomplete
builds and environments less likely to mask issues. But given Ben's
numbers, two votes seem perfectly feasible ATM.
