That's not actually true. It was used in mod_authz_svn, but only when
you provided a AuthzSVNReposRelativeAccessFile directive.

I'd bet if you tested on Windows you'd find that you can reproduce the
assertion with AuthzSVNReposRelativeAccessFile on 1.7.x.
