Suggest one of two things with this new directory:

1) Move move all fsfs specific files in there. I see the following at a minimum:

tools/server-side/fsfs-reshard.py
tools/server-side/svn-rep-sharing-stats.c

2) Consider putting this tool in tools/server-side and renaming it fsfs-reorg.c.
