dev digest is getting worse

Hi guys,

Please could you forward this to infra as I could not see any direct
way to contact on the apache site.

In addition to the digest mode not showing headers on individual mails
(so you can no longer see where each mail starts and who wrote it)
which I reported back in March, the character encoding in the digest
summary section has also gone awry, at least when I view it in gmail,
as shown below.
