Hmmm, svn help merge says:

   --allow-mixed-revisions : Allow merge into mixed-revision working copy.
                              Use of this option is not recommended!
                              Please run 'svn update' instead.

I believe --ignore-ancestry should be enough to disable mixed-revisions
