Greg made a good point on IRC: PMC's should at least be _made aware_ that a
github mirror for them was created, as that is another site/interface that
they need to manage/oversee.

In this instance, the mirror was created by Paul Querna --- a long-time ASF
member, yes, but the request was not made on behalf of the Subversion PMC or
even with its knowledge.
