RFC: upgrade harmonia(svn.eu) to 1.7.0-rc4

eris(svn.us) has been upgraded to 1.7.0-rc4 today.

dev_at_svn's plans are for 1.7.0-final to be identical to rc4, barring any
showstopper bugs.

RFC: upgrade harmonia(svn.eu) to 1.7.0-rc4 too, so that the
write-through proxy is tested too prior to the release.

Barring objections I'll do the upgrade over the weekend. Momentary or
zero downtime would be involved.
