The easiest way I know of is:
$ svn log http://svn.apache.org/repos/asf/subversion/branches/1.7.x
-r1162132:1167356

You'll have to inspect the output and filter out various changes you
aren't interested in (like changes to STATUS), but that should give a
good idea of the differences between rc2 and rc3. The revision
numbers are the "magic revs" for the respective releases.
