1.7.0-rc3 up for testing / signing

In accordance with my aforementioned intent, I've rolled 1.7.0-rc3
from the latest bits on the 1.7.x branch, and posted them here for
testing / signing:

The magic revision is r1167356, please post your signatures at the
usual location:
http://work.hyrumwright.org/pub/svn/collect_sigs.py

This is not intended to restart the soak period, but rather get
additional testing for fixes merged since rc2 and give folks an
updated milestone to test against.
