Mix Case User Name Support

Hi Dev,

I'd to put a feature enhancement for future release to support mix case
username login for authz access and svnperm.py. I don't believe current
version 1.6.17 officially support this feature. The closest work around I
can find is http://svn.haxx.se/dev/archive-2008-03/0331.shtml which requires
recompiling subversion and address mix username login for authz, but not
svnperm.py. My other concern with this approach in changing the code is the
compatibility between svn version.
